The National Park Service (NPS) has released a Draft Environmental Impact Statement (DEIS) for the Off-Road Vehicle Management Plan (Plan), Lake Meredith National Recreation Area (LAMR), Texas. The Plan/DEIS evaluates the impacts of four alternatives that address off-road vehicle (ORV) management in the national recreation area. It also assesses the impacts that could result from continuing the current management framework in the "no action" alternative. The selected alternative will guide ORV management at LAMR for the next 15 years.

Great news! The Camino Real Ranger District (RD) of the Carson National Forest has opened the comment period for their Travel Planning process for another 30 days!

For those of you who saw the original blast from the New Mexico Off Highway Vehicle Alliance (NMOHVA), you know that this is a very positive development.

January 15th, 2013: JOHNSON VALLEY, CA:  In the ongoing effort to Save the Johnson Valley OHV area, a new campaign has emerged to raise national awareness regarding the expansion of the 29 Palms Marine base onto public lands. Volunteers have created a petition on the White House.gov site (http://petitions.whitehouse.gov) with the hope of receiving formal recognition from the White House regarding The Johnson Valley OHV area.  The White House has committed to responding to any petition that receives 25,000 or more signatures within a 30 day time frame.

We thought we'd send a quick update to our members regarding the massive land use planning effort related to the Greater Sage Grouse.

For those new to our Action Alert list, The Bureau of Land Management (BLM) and the U.S. Forest Service (USFS) announced the formal planning process to evaluate greater sage-grouse conservation measures in land use plans in 10 Western states.

The New Mexico Off Highway Vehicle Alliance (NMOHVA) filed a lawsuit against the Santa Fe National Forest in federal district court on December 11th. Our lawsuit contests the Forest's Travel Management decision signed by Forest Supervisor Maria T. Garcia on June 12th and upheld by the Region 3 Appeal Deciding Officer on October 2nd.  Filing a lawsuit is a major commitment of NMOHVA's time and money.  The NMOHVA Board thought long and hard about this and then voted unanimously to go ahead with legal action.

The Forest Service has extended the public comment period on the Draft Environmental Impact Statement (DEIS) for the  Oregon Dunes NRA Management Area 10c Designated Routes Project an additional 45 days following a request from the Board of Commissioners for Coos, Douglas and Lane counties. The comment period will now end on January 24, 2013.

As many of you know, the Mendocino National Forest is proposing to do a salvage timber sale to address various resource and safety issues that resulted from the Mill Fire this summer.  Generally, most recreationists are not arbitrarily opposed to responsible salvage timber operations that protect the resource and help in the area's recovery so that it can be once again enjoyed by the public.

Our partners over at the Colorado Off Highway Vehicle Coalition (COHVCO) and the Summit County Off-Road Riders (SCORR) sent us their latest call to action on the proposed Tenderfoot Mountain Motorcycle Trail System.

BRC is asking our members and supporters in Colorado to contact Scott Fitzwilliams, Forest Supervisor for the White River National Forest, telling him what you think of this plan. (See comment suggestions below.) We've put together another one of our INSANELY EASY 3-Step action items below.

Last month, the Eldorado National Forest issued formal notice that they will conduct an environmental analysis that will determine whether portions of 42 travel routes that were closed by court order will be re-opened to public wheeled motor vehicle use. (Read previous alert here)

The Arizona State Parks department is hosting three workshops to provide input on the Statewide Off-Highway Vehicle (OHV) Program. According to the Arizona State Parks, the purpose of these workshops is to identify key issues related to OHV recreation in Arizona from all stakeholder perspectives and to gather information from all stakeholders to help the agency operate a comprehensive and effective OHV program.

For those needing a reminder, the BLM and USFS are in the process of conducting a giant multiple plan amendment adding greater sage-grouse conservation measures to land use plans in 10 Western states. The plan amendments will affect everything from travel management to energy production to livestock grazing. The effort is a result of an April 2010 determination by the United State Fish and Wildlife Service (USFWS) that the greater sage grouse warrants protection under the Endangered Species Act (ESA).

The Siuslaw National Forest has announced that the Draft Environmental Impact Statement (DEIS) for the  Oregon Dunes NRA Management Area 10c Designated Routes Project is now available for public review and comments.

The Shoshone National Forest has extended the comment period for the Land Management Plan Revision Draft Environmental Impact Statement (DEIS).  The comment period now ends November 26, 2012.

An official 90-day comment period began on August 4, 2012, but with continued public interest and requests for an extension, the Shoshone National Forest has decided to lengthen this comment period.

BRC just received an email Action Alert from Doug Holcomb, President of the Pine Nut Mountain Trails Association (PNMTA), with a Critical Call To Action.

The Bureau of Land Management (BLM), Carson City District will be collecting information on roads and trails to help implement a comprehensive travel system for all modes of travel (motorized and non-motorized) as part of the Resource Management Plan (RMP) effort. Public workshops will be held to obtain input from the public and other stakeholders and provide information on the travel management planning process.

In Florida, an OHV enthusiast from Daytona Beach named Greg Gimbert is working with other off road enthusiasts and local businesses in an effort to provide some well-managed and sustainable off-road opportunity in Florida's Tiger Bay State Forest.

One of the first steps in accomplishing this goal is an endorsement from the Daytona Beach City Commission. The Commission,

The Coconino National Forest's Flagstaff Ranger District has completed the Environmental Assessment (EA) for the Kelly Motorized Trail project, and is seeking public input. The project will designate existing trails, as well as construct new trails and facilities for off-highway vehicles (OHVs).

BRC members may remember that this Forest closed nearly all single track and ATV trails via a forest-wide route planning effort completed early in 2012. This project is one of several that seeks to address the lack of riding opportunity in one of the largest Forests in Arizona.

The Beaver Ranger District is hosting an Open House from 1:00 to 6:30 p.m. on Thursday, August 30, 2012, to provide an opportunity to discuss and pick up the Fishlake National Forest 2012 Travel Maps, which are now available at the Beaver Ranger District Office.

The public is welcome to stop by, ask questions and pick up a map. The maps are free and specify which routes are open to ATVs, Side-by-side UTVs and Passenger Vehicles.

Folks in the Northeast Oregon probably know that the previous Forest Supervisor, Monica J. Schwalbach, has been sent packing. That's certainly good news.

The new Supervisor, Kevin Martin, has (probably wisely) decided to delay the planned "community engagement workshops" the Forest was going to have on travel management scheduled for September.  Martin says he is committed to being an active participant in the local communities.

As many of you know, the Department of Defense has proposed a major expansion of the Twentynine Palms Marine Base. The expansion would threaten continued use of the popular Johnson Valley OHV area.
