GENERAL DESCRIPTION OF WORK: Administer the statewide Snowmobile Trails Program, the Snowmobile Registration and User Fee Program, and the Off Road Recreational Vehicle (ORV) User Fee and Trails Programs.
Responsible for the operation of over 2,000 miles of snowmobile trails, including: coordination with federal agencies, private landowners and user groups; planning, design and development of new trails; signing, grooming and maintenance of trails; and collection of use data.
Administers the Snowmobile Registration and User Fee Program and Off Road Recreational Vehicle Programs (ORV) User Fee Program which generates funding for the Snowmobile and ORV Programs through approximately 135 selling agents located statewide.
Responsible for the Off Road Recreational Vehicle Program that addresses the needs of ORV enthusiasts including: signing, safety and educational programs; design and development of new trail opportunities; supporting new partnerships with federal and state land management agencies.
Directs, instructs and counsels personnel.
Formulates plans for improvements; schedules and controls work.
Coordinates and interacts with Federal, State and local agencies to facilitate land management plans and operating plans which are favorable for multiple use trails and special use trails.
Implements new policies.
Formulates solutions to problems and devises tools to improve existing programs and for expansion into new trail programs.
Develops and oversees Safety and Education Programs for Snowmobile and ORV enthusiasts.
Attends Forest Service and Bureau of Land Management planning meetings and writes and formulates comments to support multiple trail uses in Wyoming.
Develops specifications for the purchase of trail maintenance equipment.
Formulate program budgets; approve and process budget expenditures; monitor budget reports.
Responsible for General Fund Appropriation, Gas Tax earmarked funds, Snowmobile Revenue enterprise account, Off Road Recreational Vehicle funds, and trust-in-agency accounts.
Develop specifications for the purchase of trail maintenance equipment, trail signs, snowmobiles, ATVs, and other equipment needed for operation of the trails program; write requisition requests.
Manage all trail grooming and maintenance contracts to insure all contract requirements are met and that the allocated funds are spent appropriately.
Schedule and conduct meetings with the State Trails Advisory Council, the State Snowmobile Association, and other groups as needed, to develop and manage the statewide trails program, coordinate legislative initiatives, and to develop new policies.
KNOWLEDGE AND SKILLS:
Skill in Word and Excel.
Knowledge of ARCGIS programs, data collection, and GPS units
Ability to speak publicly and to facilitate public and professional meetings
Skill in handling multiple projects at the same time, while meeting deadlines.
Ability to travel extensively with short notice
Preference will be given to applicants experienced at managing a Snowmobile and/or ORV Trails program.
Must be or become upon hire a participating member of the International Association of Snowmobile Administrators.
